Policy Borrowing: Lessons from European Attempts to Transfer Training Practices

This paper looks specifically at such borrowing in the field of\ud Vocational Education and Training (VET). Using case study data drawn from a wider\ud evaluation of a European Programme, it demonstrates some of the barriers encountered\ud when attempting to transfer training principles, practices and delivery systems from one\ud country to another. Whilst acknowledging the importance of ‘learning’ at a broader level,\ud the paper argues that VET systems are embedded within a wider societal, institutional\ud and cultural context that limits the success of transfer
