This paper intends to read various legislative documents on adult education, vocational training and the promotion of social participation which have been adopted in the Parliament of Italy during these 10 years. Through this reading, I try to describe a new stage of the systematization of learning process integrated for the development of human resources. The key ward of the reform is "formazione integrata It intends that a new flexible combination between school education and vocational training should be developed and adult education should have more important roles in inviting various social partners to this process of integration. In EU countries, the social strategy for employment is one of the more emergent program and many projects are promoted to organize training courses for the young generation who has not adequate competences in the labor market. This problem is very serious in Italy. The construction of a new system of "formazione integrata" is yet at the stage of experimentation. For example, IFTS (Istruzione e Formazione Tecnica Superiore) and Centri Territoriali Permanente are organized by adopting new methodology based on the demands from learners. I think it very meaningful process to construct a new integration in the field of young adult education. In this paper, only preparatory works have been done and more articulated researches are requested to examine the process of realization and to evaluate this experimentation at the regional level
