This paper is a part of the investigations aiming to grasp the process, the legal structures and their correlation in making decisions of Teachers' saraly in Japan. Nowadays, Teachers' saraly, especially that of elementary and secondary schools is one of the central interests in Japan in several points. : its level, its distributions, and the way of sharing its cost between State and local governments in the financial crisis. In Japan, the legal framework for making decisions of Teachers' saraly is by far more complicated than that of other local public service employees. For instance, Teachers' saraly in public elementary and junior high schools is paid by both State and local governments for the purpose of securing the national standard of the educational conditions. Therefore, this paper attempts to grasp exactly the legal structures of making decisions of Teachers' saraly in Japan
