It is a careful and critical work of scholarship.It is comprehensive in its treatment of English doctrines ofjudicial review and as exhaustive as the limits of one volumepermit. The style is polished and precise. Although this revieweris not qualified to judge the details, the book is obviously an impressiveperformance
