[[abstract]]The major purpose of the study is to analyze the program theoretical logic of “the Trial Operation of the Organization Restructure and Human Resource Planning Project of the Elementary and Middle School” in Taipei County. The research had been done through theory-based evaluation to evaluate the implementation, the process and the outcomes of the trial schools that bring the project into practice. The relationship between the process of carrying the project out and the effectiveness is also probed in the study. Finally, the study is aimed at providing some suggestion for the correlative authorities and staffs according to the findings and the conclusion. The research methodology of this study is based upon the documentary analysis and the questionnaire survey. The researcher designed Trial Operation of the Organization Restructure and Human Resource Planning Project of the Elementary and Middle School in Taipei County Questionnaire which targets at the staffs of the 109 trial schools at 93 Academic Year in Taipei county and issued 580 questionnaires to carry out the investigation. Data from the questionnaires were statistically analyzed by SPPC for Windows 10.0 packaged software. The conclusions of this study are synthesized as follows: 1. The extent of change came up to the “average” level after the project has been carried out. For the major concern, the trial schools have gone on advanced considerations in every dimension. The authorities and the staff’s abilities to discuss with others and to make sound plans need to be improved. Furthermore, the difficulties that were encountered when doing the project come out to meet the “middle level.” The support from the Education Bureau is above the middle level. It’s satisfactory. 2. The viewpoints differ in practicing “the Trial Operation of the Organization Restructuring” in Taipei county on a account of different “positions,” “sex,” seniority,” “the nature of a school,” “the school type,” and “the location of a school.” 3. Among all the indexes of “The Trial Project of Restructuring Organization,” “evaluating the needs in advance” has been carried out well. However, the “increasing, reducing and combining the administrative units” hasn’t been proceeded as expected. 4. “The Trial Project of Restructuring Organization” has been effectively practiced on seperated level and overall levels. “The Human Resource Planning” level is the best among all. 5. The effectiveness of the practice of “the Trial Operation of the Organization Restructuring” in Taipei county varies resulting from different “positions,” “sex,” seniority,” “the nature of a school,” “the school type,” and “the location of a school.” 6. The index—“evluationg needs in advance,” “the combinition of the affairs in Student Affairs Office and those in counselor’s Office,” “the management of the teaching facilities—united to the General Affairs Section or managed by staffs,” have positive relationship toward “School Organization Reengineering.” All of the control variables and the fulfillment indexes have 47.3% predictor of the effectiveness on School Organization Reengineering level.
