[[abstract]]ABSTRACT The purpose of this study is to use the Delphi technique to explore elementary teach-ers' needs in practicing environmental education. It involved a panel of 26 inservice teachers and 2 principals in Taiwan. The members reflected and selected the major needs along with their explanations. There were 4 topics in this study including environmental education content, learning approach, teaching skill and educational resource. The results were : (1) The teachers pay particular attention to the environmental education contents in the following areas: environmental pollution, recycling education, local environmental issues, household energy conversation technique and green life, and sustainable de-velopment education. (2) The major approaches needed for teachers constructing environmental education concepts are peer interaction, teacher training workshop , media communication, network and experienced environmental education teachers . (3) The teaching skills teachers' need to develop are problem-solving skill, ability to ap-ply educational resources, identification of learning environment specialties and values clarification skill. (4) The teachers' resources needs are educational resources centers, educational clear-inghouse and consultation, and social experts . The possible reasons included: (1) Teachers really care human future and environ-mental change , they react to environmental education. (2)The teachers tend to free and broad learning methods and get new information and creative thinking. (3) In the teach-ers' opinion, environmental material source is the most important part for teaching. (4) The effectiveness of different information lead to the quality of school environmental education. Researcher suggested: (1) encouraging elementary teachers independently do ap-plied research or in small groups. (2) assessing the possibility of practicing environmental education in elementary schools on curriculum- based. (3) integrating environmental edu-cation researches or models about elementary education.(4) constructing and integrating an environmental support system for teachers.
