(Rev. 5/86) TIMELINESS AND MEASURES OF EFFECTIVENESS IN COMMAND AND CONTROL*

Abstract

A methodology for assessing the effectiveness of Command, Control, and Communications (C3) systems is extended to include timeliness. The assessment is based on comparing the properties of the system to the mission requirements, when both are expressed as loci in a commensurate space of measures of performance (MOPs). The methodology for evaluating measures of effectiveness (MOEs) is illustrated through application to an idealized fire support system. *This work was carried out at the MIT Laboratory for Information an
