    No full text
Language planning policy is essential for language preservation, yet research rarely addresses vernacular or local languages specifically. This study examines how vernacular language planning policies can contribute to the preservation and revitalization of local languages, focusing on the case of Aceh, a province in Indonesia with a rich variety of local languages requiring preservation efforts. The study’s primary goal is to identify an effective framework for vernacular language planning in Aceh that can serve as a practical reference for language policymakers, planners, and researchers in Indonesia and beyond. Utilizing a systematic review method, this research analyzes literature on language vitality, endangerment, revitalization, and planning policy. Key findings reveal a newly developed vernacular language planning framework tailored to the current vitality status of Acehnese languages, offering a suitable model for their preservation and revitalization. This framework has the potential to serve as a foundational tool for efforts to sustain and revive Acehnese and other vernacular languages more broadly

Dynamics of gender justice in the state’s negation of victims of sexual violence

    Get PDF
This article examines the complexities surrounding the construction and understanding of gender justice for women victims of sexual violence who are overlooked by the state. Addressing the need for justice for these victims is vital, as women frequently face discriminatory treatment that can lead to victim-blaming. The study uses a qualitative, phenomenological approach based on Creswell's framework, emphasizing the interpretation of 'Gender Justice' through the experiences of key informants, which highlight varied perspectives influenced by their life experiences. The research primarily incorporates Gender and Feminism Theory and Gender Justice to analyze the issue. Key findings reveal a lack of empathy and insufficient training among law enforcement regarding sexual violence cases, along with stigma and intimidation from officers, coupled with inadequate legal protections for victims. Additionally, the legal bureaucracy is convoluted and unresponsive, making the current legal system ineffective in achieving gender justice and often neglecting the rights and needs of sexual violence survivors. These results indicate that the existing legal and governmental frameworks fail to provide equitable gender justice, often overlooking the requirements and rights of survivors. Legal certainty should be clear and consistent; however, in reality, victims often do not experience this certainty. The injustices faced by survivors stem not only from legal shortcomings but also from entrenched discriminatory and patriarchal social norms

The Implications of Regulating Zakat to Reduce Income Tax and Make it A Source of Local Revenue in Aceh

    Get PDF
This study aims to analyze the implications of regulating zakat as a source of local own-source revenue and as a factor in reducing income tax payable in Law Number 11 of 2006 concerning the Aceh Government. These two norms complement each other and are implemented simultaneously; thus, state revenue from taxes does not decrease. It means that zakat as a deduction from income tax is covered by zakat as a source of local own-source revenue. However, the regulation for zakat as a deduction from income tax cannot be enforced due to regulatory synchronization reasons. This study is normative legal research using a statutory and regulatory approach. The data described is normative data such as laws, qanuns and other legal regulations.  This study concludes that the regulation of zakat as regional original income incorporates zakat into the state financial governance system managed by Baitul Mal. There are several consequences arising from the issue. Zakat deposited into the Regional Treasury is recorded by the Regional General Treasurer in a separate account whose designation is Sharia-related. Crimes related to Zakat cannot be classified as ordinary embezzlement crimes but as acts of corruption. These discrepancies in norms lead to legal ambiguity, which, in turn, infringes upon the hierarchy of laws and regulations, disrupting the legal order. To address this issue, a vertical harmonization process is necessary, involving the revision of the Aceh Qanun about Baitul Mal
